The Vajpayee government is once again under tremendous pressure to dismiss the Rabri Devi government in Bihar. Not only are the hawks in the BJP and the Samata Party pressing for it, Governor SS Bhandari too is demanding an action on his adverse report.

President K R Narayanan had returned the original recommendation for the cabinet's reconsideration.

The Samata Party executive yesterday urged the Central government to "seriously reconsider sending back the recommendation." And Bhandari reportedly told Union home minister L K Advani on Thursday that he was willing to be relieved from his gubernatorial responsibility if the state government was not dismissed.

The situation in Bihar had not improved, Bhandari said publicly after meeting Advani.

The Governor's report on situation in Bihar articulated the popular sentiment in Bihar and was based on perfect legal and constitutional points, it said.

Party general secretary Jaya Jaitley said the executive had decided to launch a peaceful agitation in Bihar in order to try to dislodge the Rabri Devi government.

"In a democracy things can't be left to the executive or the judiciary alone and people have to take control of their destiny. Only a paralysed body of people will wait for the next elections to rid themselves of tyranny," the political resolution said.
