In a carefully worded statement issued by the ministry of external affairs last evening, India said it believe(s) that enforcement actions under the UN Security Council resolution can only be undertaken by the Council itself.
The Indian reaction was aimed at UN resolution 688 which the US and its western allies have used as a fig leaf to bomb southern Iraq as well as extend the western-enforced no-fly zone in that country.
Analysts said that India clearly believes that UN resolution 688 was limited to action during the Gulf War and cannot extend to any other operation.
