The Delhi government is working on schemes to provide lifelong financial assistance to acid attack survivors for medical procedures, and subsidised transport facilities to school students with benchmark disabilities, officials said on Thursday. The government has also prepared a cabinet note on an assistance scheme for persons with benchmark disabilities who have high support needs, to engage care givers, they said. A person is said to have a benchmark disability if the disability level is 40 per cent or higher. In a recent meeting chaired by Social Welfare Minister Saurabh Bharadwaj, officers of the department informed him that a draft scheme of transport subsidy for Delhi school students with benchmark disabilities is under final stages of development, the officials said. It will be soon placed before the minister for his approval, they said. Consumer protection regulator CCPA on Wednesday said it has directed e-tailers to immediately put in place appropriate mechanisms to prevent sale of 'acid' on their platforms. The Central Consumer Protection Authority (CCPA), headed by Chief Commissioner Nidhi Khare, also alerted consumers against purchase of acid on e-commerce platforms without adhering to the mandatory requirements. In a safety notice, CCPA said before on-boarding sellers of acid, e-commerce players should take a separate undertaking from them on compliance of mandatory norms. CCPA said that enabling the purchase of acid in such a manner on the e-commerce platform is a clear violation to directions of the Supreme Court and the Ministry of Home Affairs advisory. The Central Consumer Protection Authority (CCPA) has sent notices to e-commerce players Flipkart and meesho.com for gross violations of norms relating to sale of acid on their platforms. The notices follow reports that in recent acid attack on a girl in Dwarka, Delhi, the accused had bought acid from Flipkart. On Thursday, the Delhi Commission for Women issued notices to two e-commerce firms for allegedly allowing sale of acid on their platforms. The Delhi Police had also issued a notice to Flipkart after it found that the acid was procured from the e-commerce firm. "CCPA has sent notices to two e-commerce entities, namely Flipkart Internet Pvt Ltd and Fashnear Technologies Pvt Ltd (meesho.com) for gross violations relating to sale of acid reported on their platforms. Flipkart has been asked to give explanation within the next seven days. Delhi LG V K Saxena on Wednesday sought a detailed report on the west Delhi acid attack incident from the city police commissioner, including information on how the acid was procured despite a ban on its sale. A 17-year-old girl was attacked with acid by two people on a motorcycle near Uttam Nagar in west Delhi on Wednesday morning. The Delhi High Court has upheld the life-term imprisonment of two men in a 2014 acid attack case and awarded Rs 5 lakh as compensation to the woman victim. Dismissing the appeal against a trial court's verdict, it said under the Indian Penal Code the word "acid" does not only refer to substances which are scientifically termed as acids but include all those which have acidic or corrosive or burning nature and are capable of causing scarring or disfigurement and temporary or permanent disability. The Delhi Commission for Women has issued a notice to the divisional commissioner of the Delhi government seeking action against those SDMs who have not been implementing rules to regulate the sale of acid. The Supreme Court had given several directions to the Centre as well as state governments to regulate the sale of acid to prevent acid attacks in the country. To regulate the sale of acid, the Delhi government had passed an order which empowered area Sub-Divisional Magistrate to impose penalty of up to Rs 50,000 for violations.
