The Supreme Court Tuesday closed the contempt proceedings against Ajay Bhalla, the secretary in the Union Ministry of Home Affairs (MHA), initiated over alleged violation of the court order for maintaining status quo on implementation of quotas for SC/ST officers in promotion in central government jobs. The top court had in April 2021 issued the contempt notice to the senior IAS officer, posted as the secretary with the MHA since August 23, 2019 for allegedly violating its order. It was alleged that the officer violated the apex court order of April 15, 2019 asking for the maintenance of status quo with regard to promotion of officers. However, the Department of Personnel and Training (DoPT) promoted 149 officers on an ad-hoc basis in 2020. Union Home Secretary Ajay Kumar Bhalla was on Friday given one-year extension in service till August 22, 2023, a Personnel Ministry order said. This is his third extension in the post. Bhalla, a 1984-batch Indian Administrative Service (IAS) officer of the Assam-Meghalaya cadre, was appointed as the Home Secretary in August 2019. He was to retire in November 2020 after attaining 60 years of age. His tenure was first extended on October 17, 2020 till August 22, 2021. Bhalla's tenure was extended by one more year on August 12 last year and was to end on Monday. The Appointments Committee of the Cabinet has approved extension in service to Bhalla as Home Secretary, Ministry of Home Affairs, for a period of one year beyond August 22, 2022 i.e. up to August 22, 2023, in relaxation of FR 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958, it said. Union Home Secretary Ajay Kumar Bhalla was given a one year extension on Thursday, beyond his present tenure that was to end next week, according to an official order from the Personnel Ministry. Bhalla, a 1984 batch IAS officer of Assam-Meghalaya cadre, was appointed as the Home Secretary in August 2019. "The Appointments Committee of the Cabinet has approved extension in service to Bhalla as Home Secretary, Ministry of Home Affairs for a period of one year beyond the present tenure i.e. 22.08.2021," the order stated. His tenure was extended till August 22 in October last year. Bhalla was scheduled to retire in November 2020 after completing 60 years of superannuation. "The Appointments Committee of the Cabinet approved the extension in service of Bhalla as the Home Secretary beyond the date of his superannuation i.e. November 30, 2020 up to August 22, 2021," stated the ministry's order issued in October last year.
