The Centre has urged southern states to expedite the execution of centrally-sponsored schemes (CSS), emphasising the need for timely fund allocation and proper management of single nodal accounts. Speaking at a two-day regional conference that concluded on November 19 at Visakhapatnam, Andhra Pradesh, Agriculture Secretary Devesh Chaturvedi emphasized the operationalization of SNA-SPARSH, return of unutilized balances and interest, and prompt submission of Utilization Certificates (UCs). "The Centre is very much a partner to the states and will help them ameliorate the conditions of farmers," the Secretary said while stressing the importance of state-level conferences to address region-specific agricultural challenges. Senior officials from Andhra Pradesh, Kerala, Tamil Nadu, Telangana, Karnataka and Puducherry participated in the conference to evaluate the progress of various schemes. The Development Monitoring and Evaluation Office of NITI Aayog has sought proposals from consultancy firms to support the evaluation of Centrally Sponsored Schemes

Government think tank Niti Aayog has invited proposals for evaluation of centrally sponsored schemes across nine crucial sectors, including health, agriculture and education. According to the Aayog, each sector will require a separate application through the GeM portal. The 9 CSS packages include agriculture and allied sector, women and child development, education and rural development, among others. Centrally sponsored schemes (CSS) are implemented by the state governments but sponsored by the central government with a defined shareholding. These schemes are aimed at supplementing efforts undertaken by the state government because the Centre has more resources at its disposal. These schemes can either be national or regional in character. In CSS, the funding by the central government works as an initiation, with further spending coming from states towards the cause. The deadline for receiving the request for proposal (RFP) is August 30, 2024.

The government on Sunday announced it will computerise state cooperative registrars and 1,851 offices of Agriculture and Rural Development Banks (ARDBs) under a scheme with a budget of Rs 225.09 crore. Currently, the government is computerising all Primary Agriculture Credit Societies (PACS) in the country. "On the lines of the computerisation scheme of all PACS in the country, a centrally sponsored scheme has been approved for computerisation of 1,851 units of ARDBs of 13 states through a national unified software," the cooperation ministry said in a statement. The government has also decided to computerise the offices of Registrar of Cooperatives of all states and Union Territories, it said. A Central Project Monitoring Unit (PMU) will be established, which will work towards the successful implementation of the scheme.
