The Department of Telecom (DoT) has asked debt-ridden telecom operator Vodafone Idea to either deposit a bank guarantee of Rs 6,090.7 crore or Rs 5,493.2 crore in cash for shortfall of aggregate payment made for spectrum the company acquired in 2015, the company said. The company, however, is in discussion with the DoT to pay the dues through equity. "The aggregate payment made by the company for each of spectrum auctions are greater than the pro-rated use of spectrum other than for the 2015 auction, where there is one-time partial shortfall and DoT has requested either to provide bank guarantee of Rs 60,907 million (Rs 6,090.7 crore) for one year or make a cash payment of Rs 54,932 million (Rs 5,493.2 crore) by March 10, 2025," Vodafone Idea Non-Executive Director Himanshu Kapania said in a note. The telecom ministry will work on actionable plan with defined timelines on issues that have been discussed with telecom operators and other players in the sector, Union minister Jyotiraditya Scindia said on Tuesday. The minister held meetings with three of the six committees set by his ministry. The meeting with the committee on telecom operators was attended by telecom chiefs including Reliance Jio Chairman Akash Ambani, Bharti Airtel Founder and Chairman Sunil Bharti Mittal, and Vodafone Idea MD and CEO Akshaya Moondra. Debt-ridden Vodafone Idea has reached out to the Department of Telecom to seek waiver on a financial bank guarantee worth Rs 24,747 crore for spectrum payment due in September 2025, according to sources. Vodafone Idea (VIL) needs to securitize the annual instalment one year before the due date of the payment. "Vodafone Idea has reached out to DoT seeking waiver for financial bank guarantee (FBG) worth Rs 24,747 crore which it has to pay in September 2025. The FBG needs to be deposited one year before the due date as per spectrum auction rules," a source, who did not wish to be identified, told PTI. An email query sent to Vodafone Idea elicited no response. The payments are for frequencies that VIL purchased in auctions that were conducted before 2022. The Department of Telecom has allocated a separate 10-digit numbering series starting with 160 for service and transactional calls made by government, regulators and financial entities, according to an office memorandum issued on Tuesday. The 10-digit number series has been designed by the DoT in a manner that telecom subscribers will get an idea about calling entities as well as the telecom operator and the place from where it has originated. "It has been decided to allocate a separate numbering series 160 exclusively for service and transactional voice calls as per Telecom Commercial Communication Customer Preference Regulation (TCCCPR) 2018," the official note said.. In a major crackdown on SMS scammers, the government has blacklisted 'principal entities' behind SMS headers that were used for sending over 10,000 fraudulent messages over the past three months, according to an official release. The Department of Telecom (DoT), in collaboration with the Ministry of Home Affairs (MHA), has taken decisive action to protect citizens from potential SMS fraud through the Sanchar Saathi initiative, it said. Indian Cyber Crime Coordination Centre (I4C) under MHA provided information about the misuse of eight SMS headers for sending fraudulent communications for committing cybercrime. It was noted that more than 10,000 fraudulent messages were sent using these eight headers in the past three months. The principal entities which were the owners of these eight SMS headers have been blacklisted. The Department of Telecom has directed telecom operators to verify more than 6 lakh mobile connections suspected to have been obtained using invalid, non-existent, or fake documents, an official statement said on Thursday. The DoT has issued directives to telecom operators to carry out immediate re-verification of the identified mobile numbers within 60 days. "DoT has identified approximately 6.80 lakh mobile connections suspected to have been obtained using invalid, non-existent, or fake and forged Proof of Identity (PoI) and Proof of Address (PoA) KYC documents," the statement said. The department has flagged around 6.80 lakh mobile connections as potentially fraudulent after advanced AI-driven analysis. The Department of Telecom (DoT) has deferred the spectrum auction by 17 days to June 6 as per the amendments made in the notice inviting application for the bids on Wednesday. The department has also reduced bank guarantee and guarantee for earnest money deposit, in a move to ease liquidity for the bidders. According to the amendment, the new date for "start of the live auction" has been changed to June 6 -- after the announcement of the Lok Sabha results -- from May 20. The mock auctions will now be held on June 3 instead of May 13 and 14. The government will auction eight spectrum bands for mobile phone services at a base price of about Rs 96,317 crore. The Department of Telecom has asked telecom operators to deactivate USSD-based call forwarding with effect from April 15 and move to alternative methods to re-activate it, an official order said. Mobile subscribers use USSD service just by dialling any active code on their phone screens. The service is often used for checking IMEI numbers and mobile phone balances, among others. The order has been issued to check frauds and online crimes that are operated through mobile phones. In an order dated March 28, the DoT said that it has come to its notice that USSD (Unstructured Supplementary Service Data) based call forwarding facility, most commonly known *401# services for unconditional call forwarding services, is being misused for some unwarranted activities. Industry body COAI on Friday sought the government's intervention on the issue of rising cases of telecom equipment theft and said telcos are incurring huge losses and expenses in replenishing equipment at affected sites, and even customers are suffering. The Cellular Operators Association of India (COAI), which counts operators like Reliance Jio, Bharti Airtel and Vodafone Idea as its members, wrote to telecom secretary Neeraj Mittal, flagging the issue. The association has urged the Department of Telecom (DoT) to write to all State Chief Secretaries to prioritise such complaints and ensure strict action on the same. COAI also urged the DoT to issue orders for the immediate blocking of several foreign websites (including eBay, Alibaba, Telefly, Seeker816, Dorfatrade) that are "selling active equipment" suspected to have been stolen from networks of member telcos.
