The Uttarakhand government Wednesday issued detailed guidelines for preventing instances of people spitting in food, announcing a fine of upto Rs 1 lakh, mandating police verification of hotel and 'dhaba' staff and installation of CCTV cameras in their kitchens. The state police and the health department issued separate guidelines days after Chief Minister Pushkar Singh Dhami termed such incidents "thook (spit) jihad", and said stern action will be taken against the offenders. Two men were recently arrested in Mussoorrie for allegedly spitting into fruit juice glasses before serving them to tourists. A video from Dehradun had also gone viral in which a cook could be seen allegedly spitting while making dough for rotis. The Central Administrative Tribunal's Jammu Bench has imposed a fine of Rs 1 lakh on a former IAS officer for filing a "mischievous and frivolous" plea against the Lieutenant Governor of Jammu and Kashmir and other senior bureaucrats. The tribunal's judicial member Rajinder Dogra, in the July 16 order, said the application filed by a former IAS officer Kumar Ranchhodbhai Parmar about his service was just to "harass" the Lt Governor Manoj Sinha and other bureaucrats. The tribunal said this was a service-related matter and instead of impleading the Union and the state governments, Parmar has impleaded Sinha and other authorities by their names. "It is quite astonishing to note that the applicant, a senior IAS officer with extensive knowledge of the Constitution and its laws, proceeded to file the application seeking relief against the Hon'ble Lieutenant Governor," the tribunal said. The traffic police has fined more than 12,000 people for drunk driving from January 1 till June 30, an almost 27 per cent increase over the corresponding period of the previous year, officials said on Saturday. The highest number of fines, 770, were issued in the Rajouri Garden Circle area, followed by 514 in the Samaypur Badli Circle area, data showed. From January 1 till June 30, police have fined 12,468 people for drunk driving, compared to 9,837 during the same period last year. This is an almost 27 per cent increase in prosecutions, the traffic police said. Besides Rajouri Garden and Samaypur Badli, the Rohini (441), Punjabi Bagh (387), Mehrauli (367), Mayur Vihar (364), Narela Circle (364), Kalkaji (344), Karol Bagh (342) and the Sadar Bazar (342) circles were among the areas that reported a high number of cases of drunk driving, the data showed.
