The West Bengal government on Monday "for the fifth and the final time" invited the protesting junior doctors for talks to end the RG Kar impasse, two days after the dialogue failed to take off over disagreement on live-streaming of the meeting. In an email to the protesting junior doctors, Chief secretary Manoj Pant asked them to reach Chief Minister Mamata Banerjee's residence at Kalighat at 5 pm on Monday for the talks. "This is the fifth and the final time we are reaching out to you for a meeting between the honourable CM and the delegates. In line with our discussion the day before (Saturday), we are once again inviting you for the meeting with the CM at her Kalighat residence for discussions with an open mind," he wrote. The Calcutta High Court on Friday observed that mob violence at the R G Kar Medical College and Hospital was an absolute failure of state machinery in West Bengal. The court directed the police and the hospital authority to file affidavits on the incident. A division bench presided by Chief Justice T S Sivagnanam said it was hard to believe that the police intelligence did not have information about the gathering of 7,000 people at the health facility when the state's lawyer told the court that a mob of such number had assembled at the hospital in the early hours of Thursday. The court directed the police and the administrator of the hospital to file two separate affidavits narrating the true state of affairs and all connected matters on the next hearing date on August 21. Ten government hospitals in Delhi have begun an indefinite strike, halting all elective services on Monday, in response to the recent rape and murder of a resident doctor in Kolkata. Union Health Secretary Apurva Chandra on Monday called for strict compliance with fire-safety protocols in a meeting with states and healthcare organisations, citing an increased possibility of fires in hospitals with high temperatures. With the entire northern region reeling under a prolonged heatwave, incidents of fire, including in forests, are increasingly being reported. Several of these fire incidents were reported to be caused by short circuits which happened due to sub-optimal electrical maintenance and/or overload of electricity lines with heavy use of air-conditioners and other equipment.
