A long-awaited La Nina has finally appeared, but the periodic cooling of Pacific Ocean waters is weak and unlikely to cause as many weather problems as usual, meteorologists said Thursday. La Nina, the flip side of the better-known El Nino, is an irregular rising of unusually cold water in a key part of the central equatorial Pacific that changes weather patterns worldwide. The last El Nino was declared finished June 2024, and National Oceanic and Atmospheric Administration (NOAA) forecasters have been expecting La Nina for months. French Prime Minister Franois Bayrou arrived Monday in the Indian Ocean territory of Mayotte to unveil a recovery plan three weeks after Cyclone Chido brought devastation. Bayrou, recently appointed as prime minister, also updated the death toll to 39 but urged caution, saying the final number could range from a few dozen to a few hundred. Days after the cyclone, Mayotte's prefect, Franois-Xavier Bieuville, had warned of the possibility of several hundred or even a few thousand deaths. Bayrou's visit follows that of French President Emmanuel Macron as some Mayotte residents have alleged that the French government had long neglected them. The prime minister said a draft emergency law aiming to rebuild Mayotte within two years will be submitted to parliament in January. And he said local authorities agreed to ban the rebuilding of informal settlements, home to an unknown number of migrants from African nations in the region who hope to make their way to Europe. Many of the makeshift

China is making inroads into key choke points along the Indian Ocean and obstructing the right to freely navigate the waters, an influential American lawmaker has said, expressing concerns over increasing Chinese investment in South Asia. Congresswoman Young Kim, who is chairman of the Subcommittee on Indo-Pacific in the House Foreign Affairs Committee, said South Asia holds immense significance for the US foreign policy and national security interests. The region faces a dynamic geopolitical landscape that presents challenges for the US policy objectives. The Indian Ocean is a crucial channel for global trade, an estimated 80 per cent of maritime oil trade and 40 per cent of world trade passes through the Indian Ocean, she said. CCP is making inroads into key choke points along these routes and obstructing the right to freely navigate the waters. In recent years, we have seen Chinese ports in Pakistan and Sri Lanka, military installations in Djibouti and infrastructure investments
