A civil society organisation of Meiteis on Thursday claimed that MHA Advisor for North East A K Mishra has told them that the Centre has prepared a roadmap for peace in ethnic strife-hit Manipur. Federation of Civil Society (FOCS) Spokesperson Ngangbam Chamchan Singh told reporters here on Thursday that Mishra told them on Wednesday that the first phase of the roadmap for peace in Manipur has already been implemented. Singh said, "A FOCS delegation met the MHA Advisor and other officials at the Old Secretariat (in Imphal) on Wednesday following an invitation during which Mishra informed them that the Centre has prepared a roadmap to end the ongoing conflict in the state and it will be implemented in phases." The FOCS spokesperson said, "Mishra informed us that the roadmap includes surrender of weapons, reopening of roads, and curbing activities of armed groups. The Delhi High Court has asked probe agencies to exercise care and caution over blanket freezing of bank accounts. The matter before Justice Manoj Jain related to one such action of the agencies on the petitioner company's account, having a withdrawal balance of more than Rs 93 crore, but witnessing an innocuous entry of Rs 200. "Such blanket measures, if taken recourse to, without offering any reason, can certainly play havoc with the financial concerns of such account holders," it said. The court's February 20 order said, "It is, therefore, high time that the investigating/law enforcement agencies, in the context of freezing bank accounts, act with requisite care, caution and yes, compassion as well." The Delhi High Court on Thursday sought the stand of the NIA on Jammu and Kashmir MP Rashid Engineer's plea on the issue of granting him bail in a terror-funding case. Justice Vikas Mahajan asked the agency to file its response and listed the matter for further hearing on January 30. Senior counsel appearing for the lawmaker argued that his bail plea has been pending in the lower court for a considerable time and urged the high court to either direct its expeditious disposal or decide the matter itself. The federal agency has filed a chargesheet against the 56-year-old politician before a special Prevention of Money Laundering Act (PMLA) court here last year after arresting him in March. A new cyber fraud known as "pig butchering scam" or "investment scam" has emerged, targeting unemployed youths, housewives, students, and needy people who are made to lose large sums of money daily, according to the latest annual report of the Union home ministry. The report said that cybercriminals have also been using Google services platforms to initiate these crimes. "Google Advertisement platform provides a convenient facility for targeted advertisement from across the border. This scam, known as 'Pig Butchering Scam' or 'Investment Scam' is a global phenomenon and involves large-scale money laundering and even cyber slavery," it said. The pig butchering scam, which is believed to have started in China in 2016, targets gullible individuals with whom cyber criminals build trust over time, ultimately convincing them to invest in cryptocurrency or some other lucrative scheme when their money is stolen. The Punjab Police chief along with a senior officer in the Union Home Ministry Sunday met farmer leader Jagjit Singh Dallewal, who has been staging an indefinite hunger strike since last month, and enquired about his health. Punjab Director General of Police Gaurav Yadav and Director in the Ministry of Home Affairs Mayank Mishra met Dallewal at the Khanauri border point and heard his demands. Their visit came two days after the Supreme Court directed the Centre and Punjab government representatives to meet Dallewal immediately. The top court had further directed that the farmer leader be provided medical help and persuaded him to break his indefinite fast, saying his life was precious. The Union Home Ministry has issued an alert against illegal payment gateways created by transnational gangs of cybercriminals using mule bank accounts and are being used for facilitating money laundering, officials said on Monday. The gateways are created by transnational cybercriminals who provide money laundering services using accounts of shell companies and individuals, exploiting the bulk payout facility provided by banks, it said. Police in Gujarat and Andhra Pradesh recently conducted nationwide raids which showed that cybercriminals have set up illegal digital payment gateways using rented bank accounts for laundering the proceeds of different crimes. "Some of the payment gateways identified during the operation are PeacePay, RTX Pay, PoccoPay, RPPay etc. These gateways are learnt to be providing money laundering as a service and are operated by foreign nationals," a government statement said.
