A Supreme Court-appointed panel on farmers' grievances and protests has filed its interim report, listing reasons for agrarian distress which among others include stagnant yield, rising costs and debts and inadequate marketing system. The high-powered committee, constituted on September 2 under former Punjab and Haryana High Court judge Nawab Singh to resolve the grievances of farmers agitating at the Shambhu border, also suggested solutions including examining the possibility of giving legal sanctity to Minimum Support Price and offering direct income support. While forming the committee, the SC had observed farmers' protest should not be politicised. A bench of Justices Surya Kant and Ujjal Bhuyan on Friday took the interim report on record and praised the committee for its efforts and framing of the issues to be examined and defuse the agitation. Samajwadi Party president Akhilesh Yadav on Wednesday unveiled the party's manifesto for the Lok Sabha elections, promising a caste-based census by 2025, a legal guarantee for MSP, and scrapping of the Agnipath scheme. Punjab Chief Minister Bhagwant Mann on Friday announced a hike of Rs 11 per quintal in sugarcane price, saying the new rate of Rs 391 a quintal is the highest in the country. The announcement came days after the chief minister assured farmers of "good news" in the coming days. "With an increase of Rs 11, the new rate will be Rs 391 per quintal, which will be the highest in the country," Mann said in a post on social media platform X. Earlier, farmers held protests demanding an increase in sugarcane price from Rs 380 per quintal to Rs 450 per quintal. On Friday last week, farmers held a demonstration on a national highway in Jalandhar but decided to end their stir after Mann's assurance. "As far as increasing the rate of sugarcane goes, Punjab has always been ahead," Mann had said last week. The government on Wednesday increased the Fair and Remunerative Price (FRP), the minimum price that mills have to pay to sugarcane growers, by Rs 10 to Rs 315 per quintal for the 2023-24 season starting October. The decision to increase the FRP of sugarcane was taken in the meeting of the Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi. The FRP of sugarcane has been fixed at Rs 315 per quintal for the 2023-24 season. "The Cabinet has increased the FRP of sugarcane to Rs 315 per quintal for 2023-24. Last year, FRP of sugarcane was Rs 305 per quintal," Information and Broadcasting Minister Anurag Thakur told reporters after the cabinet meeting. The Prime Minister has always been with "annadata". The government has given priority to agriculture and the farmers, he said. The FRP of sugarcane, which stood at Rs 210 per quintal in 2014-15 season, has now been increased to Rs 315 per quintal for 2023-24 season, he added.
