What is ICC, which had former Philippine President Rodrigo Duterte arrested

The International Criminal Court where detained former Philippine President Rodrigo Duterte will face justice after his arrest in the Philippines is a court of last resort for the most serious international offences, such as genocide and crimes against humanity. The 79-year-old former president has become the first former Asian leader to be arrested by the global court. Duterte arrived on Wednesday in the Netherlands after his arrest the previous morning on an ICC warrant accusing him of crimes against humanity over deadly anti-drug crackdowns he oversaw while in office. Supporters of Duterte argue that the court does not have jurisdiction to put the former president on trial, in part because Duterte withdrew the Philippines from the court in 2019. But judges who issued his arrest warrant say that the alleged crimes he is charged with happened before that withdrawal, meaning the court has jurisdiction. What is the International Criminal Court? The ICC handles allegations of war ...

Ex-Philippines President Duterte in ICC custody for crimes against humanity

Former Philippine President Rodrigo Duterte was turned over Wednesday to the custody of the International Criminal Court, following his arrest on a warrant accusing him of crimes against humanity over deadly anti-drugs crackdowns he oversaw while in office. The court said in a statement that as a precautionary measure" medical assistance was made available at the airport for Duterte, in line with standard procedures when a suspect arrives. The 79-year-old former president arrived at Rotterdam The Hague Airport earlier Wednesday on a flight from Manila following his arrest there on an ICC warrant on Tuesday, as announced by current Philippine President Ferdinand Marcos. Rights groups and families of victims hailed Duterte's arrest. Within days, he will face an initial appearance where the court will confirm his identity, check that he understands the charges against him and set a date for a hearing to assess if prosecutors have sufficient evidence to send him to a full trial. If his

Japan, Philippines to boost ties due to mutual alarm over China aggression

Japan and the Philippines agreed on Monday to further deepen their defense collaboration and talk about protecting shared military information in the face of mutual alarm over China's increasing aggressive actions in the region. Japanese Defence Minister Gen Nakatani and his Philippine counterpart, Gilberto Teodoro, forged the agreements in a meeting in Manila where their concern over China's actions in the disputed South China Sea and East China Sea was high in the agenda. Japan and the Philippines are treaty allies of the United States, and the three have been among the most vocal critics of China's assertive actions in the region, including in the contested waters. At the opening of his meeting with Nakatani, Teodoro said the Philippines was looking forward to boosting defense relations with Japan against unilateral attempts by China and other countries to change the international order and the narrative". Nakatani said after the meeting that he agreed with Teodoro to strengthen

Chinese naval chopper flies within 10 ft of Filipino plane despite warning

A Chinese navy helicopter flew within 10 feet (3 metres) of a Philippine patrol plane on Tuesday in a disputed area of the the South China Sea, as the Filipino pilot warned by radio: You are flying too close, you are very dangerous." The helicopter was attempting to force a Cessna Caravan turbo-prop plane belonging to the Philippine Bureau of Fisheries and Aquatic Resources out of what China claims is its airspace over the hotly disputed Scarborough Shoal off the northwestern Philippines. An Associated Press journalist and other invited foreign media representatives on the plane witnessed the tense 30-minute standoff as the Philippine plane pressed on with its low-altitude patrol around Scarborough with the Chinese navy helicopter hovering close above it or flying to its left in cloudy weather. You are flying too close, you are very dangerous and endangering the lives of our crew and passengers, the Philippine pilot told the Chinese navy helicopter by radio at one point. Keep away a

US, Philippine jets jointly patrol disputed shoal region guarded by China

US and Philippine fighter aircraft staged a joint patrol and training Tuesday over a disputed South China Sea shoal where Chinese fighter jets fired flares last year to drive away a Philippine aircraft, Philippine officials said. The joint patrol and air-intercept drills over the hotly disputed Scarborough Shoal off the northwestern Philippines were the first by the longtime treaty allies since US President Donald Trump took office again. Trump's America First foreign policy thrust has sparked concerns among Washington's allies in Asia about the scale and depth of US commitment to the region in his new term. His predecessor, Joe Biden, had moved to strengthen an arc of security alliances in the region to counter China's increasingly assertive actions. Two US Air Force B-1 bomber aircraft and three Philippine Air Force FA-50 fighter jets joined the brief patrol and training, which involved practising how to intercept a hostile aircraft, Philippine air force spokesperson Maria Consuel

Philippines accuses China's naval forces of harassing fisheries vessels

Chinese coast guard ships and a Chinese navy helicopter harassed a group of Philippine fisheries vessels conducting a scientific survey in a hotly disputed area of the South China Sea, forcing them to cancel the operation, the Philippine coast guard said Saturday. Beijing has repeatedly asserted sovereignty over most of the South China Sea and accused rival claimant states, including the Philippines, Vietnam and Malaysia of encroachment. China has demarcated its territorial claims with a 10 dashed-line printed on maps but has not provided the exact coordinates. The harassment took place Friday near Sandy Cay, three small uninhabited sandbars planked by an artificial island base of Chinese forces and a Philippines-occupied island in the Spratlys archipelago, the coast guard said. The Chinese coast guard ships approached two larger vessels, which maneuvered to avoid a collision, and a navy helicopter flew low over two smaller boats deployed by the ships, forcing the survey to be calle

Afghans arrive in Philippines to process visas for resettlement in US

A group of Afghan nationals arrived in the Philippines Monday to process special immigrant visas for their resettlement in the United States, as part of an agreement between Manila and Washington. The Philippines agreed last July to temporarily host a US immigrant visa processing centre for a limited number of Afghan nationals aspiring to resettle in America. Department of Foreign Affairs spokesperson Teresita Daza said the Afghan nationals who landed in the Philippines on Monday were provided entry visas. She said they had completed extensive security vetting and undergone full medical screenings prior to their arrival. The US government will cover the costs for the Afghan nationals' stay in the Philippines, including their food, housing, security, medical and transportation expenses, she said. She didn't specify how many Afghans arrived or how long the visa processing will take. Under the Philippines' rules, visa applicants can stay for no longer than 59 days. A senior Philippi

Evacuations underway in Philippines as volcano at Mt Kanlaon erupts

A plume of hot ash and gases up to three kilometres high forced residents to seek shelter after a volcano in the Philippines erupted on Monday. There were no immediate reports of casualties in the latest explosion of Mount Kanlaon, on central Negros island, but authorities shut schools and imposed a nighttime curfew after several villages were hit by ashfalls that clouded the the visibility of motorists and sparked health concerns. It sounded like a cannon, Mayor Jose Chubasco Cardenas of Canlaon city, which lies southeast of the volcano, told The Associated Press by telephone. There have been quiet eruptions before, but this was one very loud. Disaster-response officials raised the danger level around Kanlaon due to a greater risk of hazardous volcanic activity and ordered villagers within a six-kilometre radius of the crater to be evacuated. About 100 people had fled to emergency shelters in Canlaon by nightfall after the mid-afternoon volcanic eruption, Cardenas said. The number

US, Japan, and Philippine forces jointly patrol in South China Sea

The United States deployed a reconnaissance aircraft while Japan and the Philippines sent navy ships in a joint patrol in the disputed South China Sea on Friday, two days after the allied forces condemned actions by Chinese coast guard vessels against Philippine patrol ships. The US Indo-Pacific Command said the joint patrol was conducted in the Philippines' exclusive economic zone by allies and partners to uphold the right to freedom of navigation and overflight " and "other lawful uses of the sea and international airspace." Those phrases are used by the US, Japan and the Philippines to oppose China's increasingly aggressive actions in the disputed waters. Two Philippine security officials said the patrol was staged about 40 nautical miles (74 kilometers) from Scarborough Shoal, a fishing area hotly disputed by Beijing and Manila off the northwestern Philippines. The two officials spoke on condition of anonymity because they didn't have authority to discuss such details ...

China's coast guard blasts water cannon, sideswipes vessel: Philippines

Chinese coast guard vessels, backed by navy ships, fired powerful water cannons and blocked and sideswiped a Philippine patrol vessel Wednesday in renewed aggression in a disputed shoal in the South China Sea, Philippine officials said. Three Philippine coast guard and bureau of fisheries vessels were on routine patrol to protect Filipino fishermen at the Scarborough Shoal when several Chinese coast guard and navy ships approached and staged aggressive actions after dawn, the Philippine coast guard said. There was no immediate comment from Chinese officials. In the past, they have repeatedly cited China's sovereignty in the contested offshore region and their determination to defend what they say is their territory despite a 2016 international arbitration decision that invalidated Beijing's historical claims. China's reported actions in the disputed waters came after a respite of more than a month while back-to-back major storms prevented many Philippine fishing and commercial vesse

Latest typhoon lashes Philippines, causing tidal surges, displacing masses

A powerful typhoon wrecked houses, caused towering tidal surges and forced hundreds of thousands of people to flee to emergency shelters as it cut across the northern Philippines on Sunday in the sixth major storm to hit the country in less than a month. Typhoon Man-yi slammed into the eastern island province of Catanduanes on Saturday night with sustained winds of up to 195 kilometers (125 miles) per hour and gusts of up to 240 kph (149 mph). The country's weather agency warned of a potentially catastrophic and life-threatening situation in provinces along its path. There were no immediate reports of casualties from the typhoon, which was forecast to blow northwestward on Sunday across northern Luzon, the archipelago's most populous region. The capital region of metropolitan Manila would likely be spared from a direct hit but was placed, along with outlying regions, under storm alerts and warned of dangerous coastal storm surges. The rain was minimal, but the wind was very strong a

Philippines braces for another typhoon, fifth major storm to hit in 3 weeks

The fifth major storm in three weeks approached the Philippines on Thursday, prompting more largescale evacuations and a United Nations request for emergency funds to help the government ease the plight of hard-hit villagers. Typhoon Usagi had sustained winds of up to 185 kilometers (115 miles) per hour and gusts of up to 230 kph (143 mph) and was forecast to strengthen further before slamming Thursday afternoon into the coast of Cagayan province at the northern tip of Luzon, the country's most populous agricultural region. Another storm was brewing in the Pacific and may hit the northern Philippines this weekend, according to forecasters. The country's weather agency warned of life-threatening tidal surges of up to three meters (nearly 10 feet) in coastal areas of Cagayan and seven other nearby provinces and clusters of islands, and urged all ships to remain in port or immediately take shelter. Typhoon Toraji blew away from the northern Philippines just two days ago after unleashi
