The representation of Scheduled Castes (SCs) and Scheduled Tribes (STs) in the central government workforce is as per the prescribed limit, the Rajya Sabha was informed on Thursday. According to the information provided by the ministries/departments, as on January 1, 2024, the number of employees belonging to SCs, STs and Other Backward Classes, OBCs, is 5.47 lakh, 2.82 lakh and 8.55 lakh, Union Minister of State for Personnel Jitendra Singh said in a written reply. "The representation of SC and ST is as per the prescribed limit of 15% and 7.5% respectively. The representation of OBCs in direct recruitment has also consistently been more than 27% during the last 10 years," he said. More than four lakh backlog vacancies reserved for Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class (OBC) candidates in, have been filled since 2016, Union Minister Jitendra Singh said on Thursday. "Occurrence and filling of vacancies, including the backlog reserved vacancies, is a continuous process," he said in a written reply to the Rajya Sabha. Instructions have been issued to all ministries/departments of the central government to constitute an in-house committee for identification of backlog reserved vacancies, to study the root cause of such vacancies, to initiate measures to remove the factors causing such vacancies and to fill them up including through special recruitment drives, said Singh, the Minister of State for Personnel. Tamil Nadu Chief Minister M K Stalin on Tuesday requested Prime Minister Narendra Modi to increase the annual family income ceiling for post and pre-matric scholarships for SC, ST and OBC students from Rs 2.5 lakh to Rs 8 lakh, which is essential and fully justified. Underscoring an urgent need to enhance the income cap, Stalin, in a letter to Modi, said that the Centre has revised the income ceiling for the Economically Weaker Section (EWS) to Rs 8 lakh. The Union Cabinet on Friday asserted that there was no provision for a creamy layer in the reservation for SCs and STs in the Constitution given by B R Ambedkar. The Union Cabinet, at a meeting chaired by Prime Minister Narendra Modi, held a detailed discussion on the Supreme Court judgement on the sub-categorisation of reservation for SCs and STs as granted in the Constitution. The Madras High Court has held that the concept of communal reservation or reservation for Scheduled Castes, Scheduled Tribes and other Backward Classes of citizens would not apply to minority institutions. The first bench comprising Chief Justice S V Gangapurwala and Justice P D Audikesavalu gave the ruling while partly allowing an appeal and a petition from Justice Basheer Ahmed Syed College for Women (Autonomous) in the city, assailing a November 2021 order, rejecting the extension of religious minority status to the college. The college also sought a direction to issue the Permanent Religious Minority status certificate. The National Commission for Scheduled Castes will hold a review meeting next week with the twelve public sector banks that have come under its lens for non-implementation of central schemes, according to senior officials. The NCSC chief will chair the meeting and raise the issues of not filling vacant posts reserved for persons belonging to the SC category and difficulty for SCs in getting loans, a senior official said. A senior official said that in banks, especially at higher positions, there are less number of people from the community and this issue will also be discussed at the meeting.

A parliamentary panel has asked the Centre to propose amendments to existing rules of public sector oil marketing companies for appointment of Scheduled Caste and Scheduled Tribe members in their boards of directors, noting that they were "rarely" included in the top governing bodies. In a report tabled in Parliament on Tuesday, the committee also termed the percentage of Scheduled Tribe (ST) representation "quite low" in Group A, B and C category posts in Bharat Petroleum Corporation Limited (BPCL). It also said representation of Scheduled Castes (SC) in Group B and C in the company was "not up to the mark". The Chhattisgarh Assembly on Friday unanimously passed two amendment bills related to reservation in government jobs and admission in educational institutions in proportion to population of different categories, taking the total quota in the state to 76 per cent. Chief Minister Bhupesh Baghel tabled the Chhattisgarh Public Service (Scheduled Caste, Scheduled Tribes and Other Backward Classes Reservation) Amendment Bill and Chhattisgarh Educational Institutions (Reservation in admission) Amendment Bill, which were passed after a debate of more than five hours. As per the bills, Scheduled Tribes will get quota of 32 per cent, Other Backward Classes 27 per cent, Scheduled Caste 13 per cent, while 4 per cent has been provisioned for Economically Weaker Section (EWS) in public employment and admissions in educational institutions. In a major decision ahead of the Assembly polls a few months away, the BJP government in Karnataka on Friday decided to increase the Scheduled Castes and Tribes (SC/STs) quota in the state, by seeking a Constitutional amendment. The decision has been taken by the government on the basis of the report of Justice H N Nagamohan Das Commission, which has recommended hiking the quota for SCs from 15 per cent to 17 per cent and for STs from 3 per cent to 7 per cent.
