The Centre, which controls the Kendriya Vidyalaya Sangathan (KVS), is the appropriate government for notifying the annual income threshold to decide whether a child belongs to the economically weaker section (EWS), the Delhi High Court has ruled. It said the KVS cannot deny admission to a student under the EWS category on the ground that the income certificate has been obtained from another state and not from the Delhi government. Justice Anup Jairam Bhambhani said the central government has notified that a certificate for that purpose is to be issued by an officer not below the rank of tehsildar in the state, after carefully verifying all relevant documents and following due process as prescribed by the respective state governments. Admission in Delhi's private schools for general category students in nursery, KG and Class 1 began on Thursday, according to a circular by the Directorate of Education. The last date for submission of admission forms is December 15 and the first list for admission will be released on January 12, according to the DoE. Speaking to PTI, principal of ITL Public School Sudha Acharya said most admissions are happening online and that they have added a QR code for parents to access the form easily. The Supreme Court on Friday dismissed a plea challenging the Delhi High Court's decision refusing to direct the lieutenant governor to give assent to or return a 2015 bill which proposed a ban on screening children for nursery admissions. A bench of Justice SK Kaul and Justice Sudhanshu Dhulia said it cannot pass a direction to enact a law. "Can there be a mandamus to enact a law? Can we direct the government to introduce the bill? Supreme Court can't be the panacea for everything," the bench said. Admission against vacant seats of pre-primary and primary classes in government Sarvodaya Vidyalayas for the academic session 2023-2024 will be done on a first come-first serve basis from April 24, the Delhi government's Directorate of Education (DoE) said on Tuesday. According to a circular issued by DoE, seats of students placed under long absence during the current session and not traceable or admitted in another school (with documentary proof) will be considered vacant. Priority should be given to applicants who have applied for admission on a transfer basis from Sarvodaya Vidyalayas of DoE, it said. Children residing preferably in the vicinity of one km of the school (if Sarvodaya Vidyalaya is not available in the vicinity, then residents within a radius of 3 km of the school) shall be eligible to apply, the circular said. QR codes have been pasted on the gates of all the MCD's primary schools to enable parents to scan those and fill the admission form online, a move aimed at simplifying the process, officials said on Monday. The Municipal Corporation of Delhi's (MCD) Education department met at the Kedarnath Sahni Auditorium to discuss ways to improve the foundational literacy and numeracy (FLN) skills of primary-level students, the MCD said in a statement. Monday's meeting, attended by more than 1,500 school principals, mentor teachers, and zonal officials from the department's 12 zones, discussed ways to achieve the milestones in the 2023-24 academic year. "As a new initiative, the Education department has placed QR codes on the main gates of all MCD schools to simplify the admission process.
