The Uttar Pradesh Assembly on Friday passed the Indian Stamp (Uttar Pradesh Amendment) Bill-2024, which has a provision that the transfer of a property between blood relatives can be done by paying a stamp duty of Rs 5,000. Finance and Parliamentary Affairs Minister Suresh Khanna piloted the bill. He said the purchase and sale of land was done by making 'power of attorney', due to which there was loss of revenue. For example, the business of selling land worth crores of rupees by making 'power of attorney' at a nominal fee was going on in full swing, but now a provision has been made that people outside blood relations will have to pay stamp duty of seven per cent of the circle rate on the power of attorney, he said. This condition will not apply to 'power of attorney' only for the maintenance of lands. The BJP on Tuesday said the Uttar Pradesh budget underlines the growing economic might of the state and its proposals will help in research and skill development, women empowerment and farmers' progress. With a view to provide world-class training to athletes at residential sports hostels, the Uttar Pradesh government on Monday proposed in the next fiscal's budget hiring of 50 international trainers. The state budget has proposed Rs 195 crore for the development of sports infrastructure in various districts, which is 67 per cent more than the current year. The state government said that 50 international players will be enlisted for training of sportsmen at an honorarium of Rs 1.5 lakh per month, state's finance minister Suresh Kumar Khanna said. He said Rs 50 crore is proposed for the construction of sports infrastructure with private participation in the state and Rs 50 crore for to reward the victorious players in national and international competitions. He said Rs 12 crore is proposed for the setting up of a sports science and injury centre.
The Uttar Pradesh government has allocated Rs 1,150 crore for the upcoming Noida International Airport at GautamBuddha Nagar in the budget for 2024-25. The announcement was made by UP's Finance Minister Suresh Kumar Khanna as he tabled the budget for the fiscal year in the state assembly on Monday. "A provision of Rs 1,150 crore is proposed for the establishment of an international airport and the purchase of land in Jewar of GautamBuddha Nagar district," Khanna said. Development is underway for phase one of Noida International Airport, which is scheduled to open for commercial operations by the end of this year. Earlier in his budget speech, Khanna said that with the inauguration of Maharishi Valmiki International Airport in Ayodhya, four international airports have become operational in the state and South Asia's largest international airport is going to open soon in Jewar, Noida. The Uttar Pradesh government's annual budget for the next financial year has set a target of 5.1 per cent growth rate for the agriculture sector in the state. A provision of Rs 460 crore has been made for three new agriculture-related schemes in the budget. Finance Minister Suresh Kumar Khanna, while presenting the budget in the state assembly on Monday, said that the target is to achieve the growth rate of 5.1 per cent for the agriculture sector. He announced three schemes to push the agriculture sector. One of the scheme, State Agricultural Development Scheme, will have a provision of Rs 200 crore. Another Rs 200 crore has been allocated for the World Bank-assisted UP Agris Scheme. The third scheme for the installation of automatic weather station-automatic rain gauge in blocks and panchayats has been allocated Rs 60 crore, the state finance minister said. Uttar Pradesh Finance Minister Suresh Kumar Khanna on Sunday that the state budget for 2024-25 will be based on Prime Minister Narendra Modi's vision of making India a developed nation by 2047. Samajwadi Party's social media coordinator Manish Jagan Agarwal has been booked for allegedly making derogatory and abusive posts against former Allahabad university student's union president Richa Singh, officials said. Singh had contested the 2022 Uttar Pradesh Assembly poll from Prayagraj on a Samajwadi Party ticket. An FIR against Agarwal has been lodged at the Shivkuti police station on a complaint by Richa Singh who alleged being targeted by him on social media platform X, called Twitter till recently, police officials said. According to the FIR, Agarwal, who manages the official X account of the Samajwadi Party, used extremely indecent and derogatory language in response to a tweet by Singh on August 17. It is alleged in the FIR that Agarwal was openly threatening to humiliate and malign her through social media and other means. The Uttar Pradesh government is likely to miss the budgeted revenue surplus of 2.8 per cent by a wide margin, even though it may meet the fiscal deficit target of 3.5 per cent next fiscal, says a report by India Ratings. Noting that the UP budget presented earlier this week made many over-the-top assumptions regarding nominal GSDP growth and own revenue, India Ratings said while the fiscal deficit target of 3.5 per cent of gross state domestic product (GSDP) for FY24 is achievable, the revenue surplus is expected to be half of what has been budgeted. While the state has budgeted a revenue surplus of 2.8 per cent of the GSDP, the agency expects it to be at just about 1.4 per cent in FY24. Barring FY21, UP has maintained its revenue surplus position since FY06. The Centre allows states to borrow 3 per cent of their GSDP or as fiscal deficit, and an additional 50 basis points if they meet certain reforms in the power distribution and certain areas. The Uttar Pradesh government on Wednesday presented a Rs 6,90,242.43 crore Budget, including new schemes worth Rs 32,721.96 crore, for the financial year 2023-24. The total receipt is estimated at Rs 6,83,292.74 crore, which includes revenue receipts of Rs 5,70,865.66 crore and capital receipts of Rs 11,247.08 crore, Uttar Pradesh Finance Minister Suresh Kumar Khanna said. The share of tax revenue in revenue receipts is Rs 44,58,71.59 crore, including its own tax revenue of Rs 2,62,634 crore and the state's share in central taxes of Rs 1,83,237.59 crore. Its total expenditure is projected at Rs 6,90,242.43 crore. Out of this Rs 5,02,354.01 crore is spent on the Revenue Account and Rs 1,87,888.42 crore is spent on Capital Account. After deducting the total expenditure from the receipts of the Consolidated Fund, a deficit of Rs 6,949.69 crore is estimated. Disruption of House proceeding is neither in the interest of democracy nor for the state and the opposition should raise issues in a dignified way, Uttar Pradesh Chief Minister Yogi Adityanath said on Monday. Adityanath made the remarks ahead of the start of the Budget session of the Uttar Pradesh Assembly. "There can be 'asahmati' (differences) between ruling and opposition parties. The ruling side cannot run away from answering issues of public interest. Disruption (of House) is neither in the interest of democracy nor the state," he told reporters in assembly premises.
