The Uttarakhand government will soon impose a green cess on out-of-state vehicles, an official said on Saturday. The amount ranges from Rs 20 to Rs 80 and will apply to commercial and private vehicles alike, he said. Two-wheelers, electric and CNG vehicles, those registered in Uttarakhand and those engaged in essential services like ambulances and fire brigades will be exempted, the official said. The tendering process for implementing the cess levying system has been initiated, Joint Commissioner (Transport) Sanat Kumar Singh said. "Our target is to operationalise the system by the end of December," he said. Automatic number plate recognition cameras will identify vehicles registered outside Uttarakhand and the amount will be deducted directly from the FASTag wallet of the vehicle owners, the official said. The rock bolt technology is successfully treating active landslide zones in the hilly areas of Uttarakhand, an official of the Border Roads Organisation said here on Saturday. Landslides occur almost regularly in the hill areas of the state, especially during the monsoon season, blocking roads and causing inconvenience to Chardham pilgrims, and often claiming lives, he said. Active landslide zones on Gangotri and Yamunotri highways have been a major issue for the Chardham pilgrims as well as the local people for years, the official said. The Australian rock bolt technology is being used at present in the treatment of active landslide zones in Raturisera and Bandarkot on Gangotri highway in Uttarkashi district, BRO Commander Vivek Srivastava said. A voter turnout of 57.64 per cent was recorded in the Kedarnath Assembly bypoll in Uttarakhand till 6 pm on Wednesday. "The bypoll went off peacefully with no untoward incident reported from the constituency. Till the end of polling at 6 pm, 57.64 per cent of the electorate cast their votes," Chief Electoral Officer BVRC Purushottam said. After a slow start at 8 am, the number of voters at polling booths swelled as the day progressed. A total of 173 polling booths were set up in the constituency, 130 of them equipped with CCTV cameras. Government of India and the Asian Development Bank on Wednesday signed a USD 200 million (about Rs 1,680 crore) loan to help upgrade water supply, sanitation, mobility, and other urban services in Uttarakhand. A bus fell into a deep gorge in Uttarakhand's Almora district on Monday, killing 23 of the 40 people on board and injuring 15. While 22 people died on the spot, one succumbed to injuries while being taken to a hospital in Ramnagar, Almora's District Disaster Management Officer Vineet Pal told PTI. The bus was going from Pauri to Ramnagar when the accident took place at Marchula in Almora, added District Magistrate Alok Kumar Pandey. About 40 passengers were in the bus when it fell into the 200-metre deep gorge, Pandey said. Police, SDRF and NDRF personnel immediately rushed to the spot to launch a search and rescue operation, he said. Uttarakhand suffers from a glaring lack of essential infrastructure required for effective forest fire management, an amicus curiae report in the National Green Tribunal (NGT) said on a matter regarding leaf burning in the Badkot forest range along the Rishikesh-Dehradun Road. Earlier in April, the NGT appointed advocate Gaurav Bansal as the amicus curiae (friend of the court) to assist with the case. The report, dated October 14 and submitted to the NGT last week, said it was imperative to address the critical deficiencies and violations hindering effective forest fire management in the state. "We don't want to open a pandora's box," said the bench, adding, "Let the persons who are affected by demolition come to the court". The petitioner's counsel alleged the authorities in Haridwar, Jaipur and Kanpur had demolished properties in contempt of the apex court's order which had said demolition would not be carried out without its permission. "The Supreme Court's order was categorical that without the leave of this court, no demolition would be carried out," the counsel said.
