Odisha vigilance on Sunday arrested three persons including a commercial tax and GST officer on the charge of bribery, evasion of taxes, and causing loss to the government, officials said. Binay Bhusan Tripathy, an assistant commissioner of enforcement unit, Jajpur along with two private persons Jyoti Pattnaik and Md Golam Sad has been arrested for evasion of taxes and misappropriation of government money over Rs 5.85 lakh, the vigilance officials said. According to the vigilance, Tripathy had intercepted one goods vehicle carrying scrap worth Rs 8.89 lakh at Revena in Jajpur district in May this year. He detained the vehicle at a dhaba on the NH and demanded Rs 2.5 lakh bribe from the owner to release the vehicle. However, when the bribe demand was not met, in contravention to the laws of GST, Tripathy, with an ulterior motive, illegally sold the entire scrap to another scrap dealer, and realized nominal tax and misappropriated Rs 5.85 lakh. Delhi cabinet minister Atishi has claimed that vigilance officials are "threatening" their counterparts in other departments to make them issue "illegal orders" and directed officials to record their conversation if anyone tries to intimidate them. Atishi, who holds charge of vigilance and services departments, said this in an order issued on Monday. The minister said she has learnt that officials from the vigilance department are "threatening", "intimidating and "harassing" officers from different departments to make them issue "illegal orders". In view of this, she directed officials to record phone calls in case they receive a threat on the phone. "In case the officers are called into the vigilance department and the threats are made in person, then the official who is being threatened or intimidated should record the conversation on their phone recorder," read the order. Atishi noted that these recordings are admissible as evidence in both disciplinary and legal proceedings.
Delhi Lt Governor VK Saxena has accepted the chief minister's recommendation to transfer the charge of Vigilance and Services departments to minister Atishi Marlena, officials said on Saturday. Chief Minister Arvind Kejriwal had on August 8 made the recommendation. The departments were earlier handled by Delhi Minister Saurabh Bhardwaj. A formal notification of the reshuffle by the General Administration (GAD) was awaited, they said. The Centre on Monday told the Supreme Court that the ordinance on control of services in Delhi was promulgated as officers working in the vigilance department were "targeted" by the city government, and bureaucrats and officials were humiliated. In an affidavit filed in the apex court, the Centre claimed that after the May 11 judgement of the constitution bench of the top court, ministers in the Delhi government started a "witch-hunt" and harassment of officers to influence their decision making. Delhi Chief Minister Arvind Kejriwal on Thursday rejected the appointment of some officials in the Education department citing ongoing vigilance inquiries against them, officials said. The CM deliberated with officials on several matters related to appointments in the second meet of the National Capital Civil Service Authority. In another matter, there was a proposal to remove some "good" officials from the Education department, but the CM objected to it and stopped it from getting passed, they said.
The Delhi government's vigilance directorate has written to the Appellate Tribunal for Electricity (APTEL), recommending action against three former and a sitting DERC official in connection with the appointment of Ashok Kumar Singhal as the principal advisor (tariff) to the power regulator. There was no immediate reaction from the Delhi Electricity Regulatory Commission (DERC) on the issue. Singhal termed the whole matter "pointless". "There is no issue in it. My appointment was done in a proper manner," he told PTI. The directorate, in a communication dated June 27, said the matter of appointment of DERC member Singhal as the principal advisor (tariff) was examined by it. "It emerges that the DERC has not examined the issue legally and has been totally biased in selecting Ashok Kumar Singhal as the principal advisor (tariff) after he demitted the office of member DERC," it said. Former Punjab chief minister Charanjit Singh Channi has been asked to appear before the Vigilance Bureau on Friday (April 14) for questioning in a disproportionate assets case, state Congress chief Amrinder Singh Raja Warring said. The vigilance bureau had initially asked Channi to appear for questioning on April 12. He, however, requested for another date to join the investigation, which the bureau allowed, asking him to appear on April 20 at its Mohali office. "But today, the bureau advanced the date from April 20 to April 14," Warring said on Thursday. This will be the first 'Jan Sunwai' session by a Delhi Police chief in two years. In the past, 'Jan Sunwai' was conducted to meet complainants to address their grievances but the practice was stopped due to the COVID-19 pandemic.
