Criteria to define backward states welcome

The Budget indicates the Centre is in a big financial crisis, which will affect states. There are only two welcome steps. The FM has tried to end the deadlock on GST by allocating Rs 9,000 crore to compensate for last year's losses. And, he has agreed to include per capita income, literacy and human development index to define backward states.
The collection of central taxes has shrunk and the states will now get Rs 31,797 crore less than expected.
Bihar's share has also been reduced by Rs 1,126 crore. (Click for more)
