Union Budget: Home Ministry gets Rs 59,241 crore

No seperate allocation for the controversial National Counter Terrorism Centre

The Home Ministry today got Rs 59,241 crore in the General Budget, a modest 8% increase over last year, with an emphasis on providing new residential quarters and barracks for central armed police forces personnel.

However, the Budget for 2013-14 presented by Finance Minister P Chidambaram did not allocate any separate funds for the controversial National Counter Terrorism Centre, which was initiated by the Finance Minister himself when he was the Home Minister as its fate still remains uncertain following strong objections from non-Congress chief ministers citing infringement of states' powers.

The Home Minister allocated Rs 1,526.84 crore for construction of residential quarters for various central police organisations.

The country's largest paramilitary force CRPF has been allocated Rs 10,496.53 crore in the 2013-14 Budget in comparison to last year's Rs 9,867.88 crore, while the border guarding force BSF received Rs 9,811.46 crore from Rs 9,154.98 crore received last year.

The Crime and Criminal Tracking Network Systems (CCTNS), which aims to synchronise the databases of security organisations, got a substantial hike in its allocation -- from Rs 85 crore last year to Rs 276.25 crore this year.

The National Intelligence Grid, another pet project of the former Home Minister, has been given Rs 56.50 crore.

Country's premier intelligence agency Intelligence Bureau has been allocated Rs 1,196.58 crore in the 2013-14 Budget from last year's Rs 1,040.96 crore.

The National Investigation Agency, mandated to probe terror related cases, has been given Rs 103.87 crore. In 2012-13, the NIA got Rs 72.76 crore.

The Special Protection Group, which provides security to VVIPs like Prime Minister Manmohan Singh, Congress President Sonia Gandhi, Congress vice-president Rahul Gandhi and former premier Atal Bihari Vajpayee, got an allocation of Rs 386.27 crore.

The Delhi Police, which functions under the Home Ministry, got a modest hike in its yearly Budgetary allocation -- from Rs 3,758.01 crore in 2012-13 to Rs 4,067.99 crore in 2013-14.

Under the 2013-14 Budget, Rs 1,847 has been earmarked for modernisation of police forces by the states, Rs 789.08 crore has been earmarked for security related expenditure for the states, Rs 74.15 crore for Special Infrastructure in Left Wing Extremist affected states and Rs 160 crore for construction of fortified police stations.

The Finance Minister also allocated Rs 2,726.73 crore to Indo-Tibetan Border Police, Rs 4,009 crore to Central Industrial Security Force, Rs 3,297.68 crore to Assam Rifles, Rs 2,484.61 crore to Sashastra Seema Bal and Rs 585.81 crore to elite 'Black Cat' commando force National Security Guard.

Besides, Rs 550 crore has been earmarked for Indo-Bangladesh border works, Rs 230 crore for Indo-Pak border works, Rs 300 crore for Indo-China border works, Rs 890 crore for Indo-Nepal border works, Rs 40 crore for Indo-Bhutan border works and Rs 15 crore for Indo-Myanmar border works.

An amount of Rs 1,401.23 crore has been allocated for census works and Rs 46.98 crore for propagation of official language.
