Moving ahead in its crackdown against frivolous coal block developers, the Ministry of Coal (MoC) has de-allocated the Radhikapur (west) block over inordinate delay in its development.
The de-allocation order by the ministry is on the basis of recommendation by the inter-ministerial group (IMG).
The Radhikapur (west) block was jointly allocated to Rungta Mines, OCL India and Ocean Ispat Ltd.
The block is among the 61 coal blocks whose developers were issued notices by the ministry on January 15, requiring them to submit explanation with requisite documents by February 5. IMG had reviewed the status of these 61 coal blocks allocated to private companies that had not come under production in the context of the statement submitted to the Supreme Court by the Attorney General.
IMG took into account the written comments of the Union ministry of environment & forests (MoEF) in connection with the status of environment and forest clearance and the Union ministry of power regarding status of end-use plant.
“After due deliberation and taking into account all material facts including your reply, IMG recommended de-allocation of the coal block allocated to your company,” A Sanjay Sahay, under-secretary, Ministry of Coal wrote to the three developers.
The Radhikapur (west) coal block, allocated in April 2006, is an explored block. Both environment clearance and Stage-I forest clearance for the block are yet to be obtained.
