The move to place the officers in the surplus cell is likely to fructify as a proposal to absorb these officers in the two PSUs has hit a roadblock.

"We are suspecting that a section of bureaucracy in DoT and some private business houses may be influencing DoT's action to destabilise the two top telecom PSUs," S S Sirohi, president of Indian Telecom Services Association (ITSA), said today.

Though ITSA has ruled out the option of adopting an agitational path, Sirohi said: "We want to clarify that DoT's action is an attempt to justify their unilateral and draconian action, and trying to portray our association as resorting to agitational means."

The association has appealed to Prime Minister Manmohan Singh to save MTNL and BSNL by intervening and directing DoT to honour constitutional provisions, court orders and norms of good governance.
