The National Skill Development Corporation (NSDC), co-promoted by the Union finance ministry with the mandate to involve the private sector in training 500 million people by 2022, will form five sector skills councils by the end of this financial year.

“We have already incorporated a sector skills council called Automotive Skills Development Council (ASDC). Four new councils in different sectors are also coming up in this financial year. Due diligence are going on for these sectors — energy, retail, private security and handloom and handicrafts,” said Dilip Chenoy, Managing Director and Chief Executive Officer of NSDC, on the sidelines of the signing of an agreement with Globsyn Group for setting up a joint venture called Globsyn Skills.

In the retail sector, it is in talks with Retail Association of India, Future Group, Reliance Retail and Shoppers Stop for setting up the skills bodies.

“The bodies will set up Labour Market Information Systems (LMIS) to assist in planning and delivery of training, identify skill development needs, participate in affiliation, accreditation and standardisation and establish skill competency standards and qualifications among other functions to boost the industry. But primarily, it will be a testing and certification institution, rather than a training institution for students,” he said. NSDC plans to constitute sector skills councils in about 20 to 25 sectors and in next year expect to cover about 12 more areas.

“The function of NSDC would be to support the funding requirement of SSC and would be represented in the project implementation.

Each SSC will have its own governing body,” Chenoy said. However, by 2012, NSDC expects to extend its reach to about 300 districts across the country.
