Ericsson, Elcoteq, LG, Nokia, Samsung, Siemens, Motorola and Flextronics were some of the companies that had committed to invest in the country in 2006-06. According to the ministry statement, there is a large gap between approved FDI and inflow of FDI, "which is not unique to the telecom sector".

The position is actually better in telecom sector, with the FDI being around 11.32 per cent of the total FDI flowing into the country. Some of the foreign investors had withdrawn from investing in the country.

The ministry attributed this to the structural changes the telecom industry across the globe underwent and this also provided opportunities to the new investors.
