The Public Accounts Committee (PAC) in its report on the Adarsh housing society scam had castigated the ministry of defence and the Maharashtra government for the monumental failure at all levels of governance with certain officials abusing their position. Further, PAC in its report tabled in the Lok Sabha on December 9 had observed that there was a subversion of rules and regulations and facts by a select group of officials holding key posts. These officials took the ruse of welfare of servicemen, war widows and children.
"The Committee's scrutiny corroborated the irregularities in the entire process right from the allocation of land to the society, obtaining 'no objection certificate' (NoC) from the Army, extension of various concessions by the Government of Maharashtra, getting NoC from BrihanMumbai Electric Supply & Transport (BEST) for transfer of developmental rights of adjoining land, obtaining clearances for residential development in Coastal Regulation Zone (CRZ) by certain officials who abused their official position for personnel gain," PAC said in its report.
PAC expressed serious displeasure over the the Defence Ministry, in particular the Army and Navy and slammed the "cavalier manner" in which a serious issue of security was overlooked to the detriment of security installation.

Moreover, PAC in its report had also rapped the Central Bureau of Investigation for the tardy pace of probe into Adarsh scam.
