Staying implementation of farm laws not a solution: Farmer leaders

Farmer leaders on Monday said they would continue their agitation even if the government or the Supreme Court stays the implementation of the new agri laws. The farmer leaders, who said they were "sharing their personal opinion", were also of the view that a stay is "not a solution" as it is only for a fixed period of time. They were reacting after the Supreme Court indicated that it may stay the implementation of the contentious farm laws and refused to grant more time to the Centre to explore the possibility of an amicable solution saying it has already granted the government a long rope.
 
"We welcome the Supreme Court observation, but ending the protest is not an option. Any stay is only for a fixed period of time... till the issue is taken up by the court again," Haryana Bharatiya Kisan Union President Gurnam Singh Chaduni said.
 
The farmers want the laws to be repealed completely. The protest will continue even if the government or the Supreme Court stays their implementation. Bhog Singh Mansa, president of Indian Farmers Union (Mansa), said a stay on the laws is "no big deal".

SC says Centre should have passed farm laws after discussing with stakeholders

Expressing its unhappiness over the way the central government passed the farm laws and subsquent failure to handle the agitation, Supreme Court on Monday said the government should have passed these laws after discussing with all stakeholders.
 
A three-judge bench, headed by Chief Justice of India (CJI) Sharad Arvind Bobde, is hearing a batch of petitions, including those filed by DMK MP Tiruchi Siva, RJD MP Manoj K Jha, regarding the constitutional validity of three farm laws, passed by the Central government along with the plea to disperse protesting farmers.
 
"We do not think the Centre is handling this issue correctly. We have to take some action today. This is a very serious matter. We are proposing and facilitating to try to form a committee and we are also thinking that we will hold the implementation of the laws till further orders," the CJI suggested to one of the petitioners.

Submit report on your plans to control stubble burning: SC to Centre

The Supreme Court on Monday asked the Central government to submit a detailed report on how it plans to control stubble burning in future as it has already brought a new ordinance to deal with air pollution in the Delhi-NCR region and adjoining areas. A Bench headed by Chief Justice of India SA Bobde asked Solicitor General Tushar Mehta, appearing for Centre, to file a detailed plan.
 
"Come to us with a concrete plan on stubble burning (for the next year)," the CJI asked Solicitor General.
 
The Bench posted the matter for hearing next week.
 
Senior advocate Vikas Singh appearing for petitioner Aditya Dubey, who filed a plea against stubble burning, told the apex court that now the season of stubble burning is over but the affidavit of the Centre needs to show steps for the next season. The Central government had earlier informed the Supreme Court that an ordinance has been brought in to deal with air pollution in the Delhi-NCR region and adjoining areas.

If the Centre does not want to stay the implementation of the three farm laws, the Supreme Court on Monday said it will put a stay on it. Hearing petitions challenging the new farm laws as well as the ones related to the ongoing agitation at Delhi borders, the Supreme Court on Monday said 'it will stay the implementation of the farm laws if the government did not do it'. Chief Justice said, "We will stay implementation if the Centre doesn't do it."
 
The Supreme Court said it wants to make it clear that it is not stifling protest and the protest could carry on. But the question is whether protest should be held at the same site or should be shifted to accommodate free movement of citizens, the top court said. The apex told the Centre that it is reiterating to form a committee to examine the farm laws. "Until then, the court can stay the implementation of the farm laws.
 
"We want the atmosphere to be conducive, let the laws be on hold and go to the committee," said the CJI. The court said it apprehends there may be violence at the protest site intended or unintended. "We don't want blood on our hands," said the Chief Justice S.A. Bobde.
