Macron to talk Ukraine war, trade with Biden in visit to Washington
French President Emmanuel Macron is headed to Washington for the first state visit of Joe Biden's presidency - a revival of diplomatic pageantry that had been put on hold because of the COVID-19 pandemic.
The Biden-Macron relationship had a choppy start. Macron briefly recalled France's ambassador to the United States last year after the White House announced a deal to sell nuclear submarines to Australia, undermining a contract for France to sell diesel-powered submarines.
But the relationship has turned around with Macron emerging as one of Biden's most forward-facing European allies in the Western response to Russia's invasion of Ukraine. This week's visit - it will include Oval Office talks, a glitzy dinner, a news conference and more - comes at a critical moment for both leaders.

AAP's CM face Gadhvi locked in triangular contest in Gujarat's Khambhalia
The contest in Khambhalia has emerged as one to watch out for after the Aam Aadmi Party's chief ministerial candidate Isudan Gadhvi decided to contest from the seat where he is locked in a keen triangular fight with incumbent Congress MLA Vikram Madam and BJP's Mulubhai Bera.
A popular Gujarati news anchor before entering politics by joining the AAP, Gadhvi enjoys a good image and has emerged as his party's main campaigner in the state but social equations in the constituency pose a challenge to him, poll watchers say.
Both Madam, a seasoned politician and also a former Lok Sabha MP, and Bera, a former state government minister, come from the Ahir community, which is the largest caste in the seat where Muslim votes are also significant.
Poll watchers say caste will play an important role in deciding voting preference and the AAP leader, whose community Gadhvi is numerically much less, has a disadvantage and Muslims may prefer the Congress.

Rupee gains 8 paise to 81.60 against US dollar as foreign capital inflows
The rupee appreciated 8 paise to 81.60 against the US dollar in early trade on Tuesday as foreign capital inflows and a firm trend in the domestic equity market boosted investor sentiments.
Besides, a weak American currency in the overseas market helped the local unit, forex dealers said.
At the interbank foreign exchange, the domestic unit opened strong at 81.58 against the dollar, then inched lower to quote at 81.60, registering a rise of 8 paise over its previous close.
In the previous session on Monday, the rupee rose 3 paise to end at 81.68 against the dollar.
The dollar index, which gauges the greenback's strength against a basket of six currencies, slipped 0.38 per cent to 106.28.

Trade union bats for separate business management service cadre for PSUs
Creation of a separate business management service cadre like IAS, IFS to manage the public sector units (PSUs), formulation of policies for revival of loss making government companies, legislating various welfare schemes, increase in pension under the Employees Pension Scheme-95 and others are the 2023-24 Union budget wish list of Bharatiya Mazdoor Sangh (BMS).
The BMS also hoped that the government would give priority to unorganised sector workers who constitute 94 per cent of the Indian workforce.
The BMS submitted its budget memorandum to Union Finance Minister Nirmala Sitharaman during the pre-budget online consultations meeting held with the labour unions.
Opposing the sale of public sector undertakings by the central government, the BMS has demanded formation of a separate business management service cadre similar to IAS, IFS and IPS to manage the companies.

Min temp settles at 7.3 degrees C in Delhi, air quality 'very poor'
The minimum temperature in Delhi settled three notches below normal on Tuesday at 7.3 degrees Celsius, the Met office said, forecasting partly-cloudy sky later in the day.
The air quality index remained in the very-poor category with the AQI of 358 at 9 am, according to the Central Pollution Control Board.
The minimum temperature on Monday was 7.6 degrees Celsius, two notches above normal.
The minimum temperature on Tuesday was 7.3 degrees Celsius, three notches below normal, the Met said.
It forecasted partly cloudy sky later in the day. The maximum temperatures is likely to settle around 27 degrees Celsius.

Foxconn offers more bonuses to win back protesting staff in iPhone city
Apple Inc.’s manufacturing partner is trying yet another special payout to workers in China to soothe unrest and restore production at the world’s biggest iPhone factory, a flashpoint in Beijing’s efforts to sustain its economy while fighting Covid infections.
Foxconn Technology Group is offering workers who left the Zhengzhou complex between Oct. 1 and Nov. 10 an extra 30 yuan ($4.20) an hour on top of their regular wages through December and January, as well as a returnee bonus of 500 yuan. They can get a 3,000 yuan bonus after staying 30 days, plus another 6,000 yuan in January if they work 23 days or more, according to a notice posted on social media service WeChat.
Foxconn and Apple rolled out a series of extra payments and incentives after violent protests broke out against lockdowns imposed at the factory to address a rise in Covid infections. The companies said over the weekend they would pay as much as 13,000 yuan a month in December and January to full-time workers who had joined at the start of November or earlier.

India panel to favour linking local gas prices to crude basket: Report
India's natural gas price review panel is set to favour linking the price of most local output to an Indian crude basket with a cap of $6.50 per million British thermal units (mmBtu) to shield consumers from the volatility in global markets, sources said.
In September India set up a panel headed by energy expert Kirit Parikh to review the India's gas pricing formula to ensure fair prices to consumers after state-set prices of gas from old fields and a ceiling price for output from difficult blocks rose to a record high.

India purchased 40% of seaborne Russian Urals oil in Nov, shows data
India bought about 40% of all Urals seaborne export volumes loading in November, outperforming other states as buyers, Reuters calculations based on Refinitiv and traders' data showed on Monday.
Russian Urals oil shipments to India accounted for about 40% of the total sea exports of Urals in November, not including the transit of oil from Kazakhstan, which is sold as KEBCO, Reuters calculations showed.
At the same time, shipments of the grade to Europe, which was previously the largest consumer of seaborne Urals, in November amounted to slightly less than a quarter. Almost the entire volume was delivered to refineries, in which Russian oil companies hold shares.

News broadcaster New Delhi Television Ltd’s (NDTV’s) promoter firm RRPR Holding said on Monday that it had transferred shares constituting 99.5 per cent of its equity capital to Adani group-owned Vishvapradhan Commercial (VCPL). The transaction was done on Monday, RRPR Holding said in a disclosure to the stock exchanges, in consonance with a conversion notice, dated August 23, 2022, issued by VCPL.
