Opposition stalls Parliament proceedings again

Lok Sabha adjourned for the day

Parliament remained paralysed today as BJP was unrelenting on its demand for resignation of Prime Minister Manmohan Singh and ministers P K Bansal and Ashwani Kumar over alleged scam in top railway appointments and coal block allocation.

Lok Sabha was adjourned for the day on the same while the Rajya Sabha was adjourned till 2pm.

Earlier, Opposition members rushed to the Well in both Lok Sabha and Rajya Sabha raising slogans, leading to adjournment of the two Houses twice before lunch.

As soon as the Lok Sabha reassembled at noon after one adjournment, the House plunged into turmoil with members of BJP, SP, SAD, BJD and Left parties trooping into the Well.
 
Congress leader Fransisco Sardinha, who was in the Chair, ordered papers to be laid amidst continued slogan-shouting by members and then adjourned the House till 1 pm. No other business could be transacted.

BJP and Left parties raised slogans seeking resignation of the Railway Minister and the Law Minister. BJP members also raised slogans against the government's bid to push through the National Food Security Bill in the Lok Sabha without a proper discussion.

While Akali Dal members raised placards protesting the 1984 anti-Sikh riots, SP members demanded implementation of Sachar Committee recommendations for welfare of religious minorities.

Earlier, when the House met for the day, uproarious scenes were witnessed soon, forcing Speaker Meira Kumar to give a go bye to the Question Hour and adjourn the House till noon.

As soon as the Rajya Sabha met for the day, BJP and AIADMK members rushed into the Well shouting "Pradhan Mantri Istifa do, Istifa do (Prime Minister resign)" the moment Chairman Hamid Ansari took his seat.

Amidst slogan shouting, Ansari took up the first listed question of the day and asked Maya Singh (BJP) to ask supplementaries. Singh, however, said she will ask supplementaries only after it is clear as to when the Law Minister and the Railway Minister will resign.

All the while, members shouted slogans in the Well demanding dismissal of the Law Minister. As the din continued, Ansari adjourned the House till noon. When the House re-assembled, similar scenes were witnessed.

As External Affairs Minister Salman Khurshid tried to introduce Constitution Amendment Bill for transfer of territories to Bangladesh, AGP members Kumar Dipak Das and Birendra Prasad Baishya tried to snatch the copy of the Bill from him while Minister of State for Parliamentary Affairs Rajiv Shukla and others tried to prevent them.

Amid uproar, Deputy Chairman P J Kurien adjourned the House till 2pm.
