Dharwad district administration has another feather in its cap. The district, which secured the top rank in implementation of the Bhoomi project a few months ago and had become a model to the state, has now clinched the number one spot in effective implementation of the state government's ambitious project, the Sakaala scheme.
Department of Personnel and Administrative Reforms (DPAR) secretary Shalini Rajnish stated the government to encourage the district officials towards working effectively and reaching the government services to the general public had introduced the system of awarding rank every month and Dharwad with 99.5 per cent clearance of files had stood first for the month of February.
She said, during February, the district received 81,303 applications and 80,381 applications have been disposed-off. For the first time, the government introduced taluk-wise ranking too from this month. All the five taluks in the district have also fared well. Kalghatgi taluk stands third, while Navalgund in fifth, Dharwad sixth, Hubli 14th and Kundgol 20th.

Disclosing the state's statistics, Shalini Rajnish stated that from April 2012 to February 2013, over 18 million applications were received under the Sakaala scheme seeking various government services of which over 17.7 million applications were disposed-off.
There is some delay caused by the Police Department and Atal Janasnehi Kendra.
During the month of February, over 1.29 million applications have been received and over 1.25 million applications have been disposed-off.
There were instances of applications getting rejected following heavy documentation for some of the services. However, help desks have been opened in every district administration and people can enquire about the documents required to be attached with the application under Sakaala. These help desks have come in handy in reducing the rejection rate from 7.8 per cent to the present 3.67 per cent.
The department is also educating the applicant on filling up the forms and the documents to be enclosed.
The department is aiming to reach 60 million people in the next one year and emphasis has been given for effective adaptation of information and technology.
