Launching a frontal attack on Congress while moving a political resolution at NCP's national convention here, party General Secretary P A Sangma said, "A mockery has been made of parliamentary system of democracy in Jharkhand and shamefully Congress has been party to it."

He further said, "How can an independent (MLA), who is not accountable to people beyond his constituency, can become a chief minister of the state..."

"The Congress always uses bullying tactics with smaller parties and doesn't take its own alliance partner into confidence," Sangma alleged.

The political resolution moved by Sangma, which was unanimously accepted by the gathering, also attacks the government's performance and expresses concern over deteriorating quality of the governance.

"We express deep regret and disappointment over the decline in quality of governance. NCP doesn't believe in blaming other parties, but the fact remains that in the midst of an encouraging economic growth, the major instruments of governance and crucial pillars of democracy are under severe strain. The biggest handicap is the crisis of confidence and the credibility gap between government and the people and among the various constituents of governance. NCP calls for immediate reversal of the trend."

The resolution went on to suggest, "One way to bridge the gap is through a sincere and comprehensive implementation of the Common Minimum Programme (CMP)."
