Eleven villages from the Khalapur Nagar panchayat, in the Raigad district of Maharashtra, have taken an initiative to voluntarily pool 3,500 hectares of land for the development of an integrated township. The proposed township will be similar to the NAINA (Navi Mumbai Airport Influence Notified Area) scheme being undertaken by the state-run City and Industrial Development Corporation (Cidco). The villagers have followed the Andhra Pradesh model, where the farmers have contributed 33,000 hectare to the government for the establishment of state capital at Amravati.
A special-purpose vehicle (SPV) for the planning and development of Khalapur smart city will be formed by the villagers, in keeping with the voluntary land-pooling model ratio of 60:40. The integrated township development would require an investment of Rs 7,909 crore, of which the Khalapur SPV will spend Rs 3,287 crore on the development of the internal infrastructure, and Rs 4,622 crore will be pitched in by Cidco. Work will commence by 2017.
The villagers entered into an agreement with Cidco, in the presence of Chief Minister Devendra Fadnavis at the Make In India Week, on Wednesday. NAINA, which includes 270 villages, along with Thane and Raigad, will come up on 561 sq km area. In Phase I, a total of 102 sq km will be developed.

Cidco Vice-Chairman and Managing Director Sanjay Bhatia told Business Standard, “The Khalapur SPV will contribute 40 per cent of the land towards project, comprising 25 per cent for physical and social infrastructure and 15 per cent for growth centres. They will develop the balance 60 per cent. The development of physical and social infra within the 60 per cent land component will be the responsibility of Khalapur SPV. Cidco will provide the city and peripheral level infrastructures by utilising 15 per cent growth Centre lands contributed to the project within 10 years in phased manner after the state government’s approval for the smart city project plan.”
Further, Bhatia said the villagers will get additional floor-space index, which is the ratio of a building's total floor area, to the size of the piece of land upon which it is built. The terms can also refer to limits imposed on such a ratio.
