A long way to go before UP adopts 6th pay panel recommendations

A day after Uttar Pradesh Chief Minister Mayawati announced giving revised pay scales to state government employees in accordance with the sixth pay commission recommendations, there is gloom in various corporations and departments.

There are over 24 corporations still to get the salary scales that the fifth pay panel recommended. Some of the organisations in Uttar Pradesh are still getting salaries in terms of what the third pay commission recommended and for them the announcement of the chief minister has failed to bring cheer.

There are 43 state-owned corporations in Uttar Pradesh where 150,000 people are working. However, of these, only eight are fortunate enough to draw salaries as per the recommendations of the fifth pay commission.

 

A large number of employees have been denied fifth pay commission benefits and even those who have got are fighting for the merger of dearness allowances (DA) with the basic pay.

At present the employees Jal Nigam, UP State Road Transport Corporation, Housing Board, Forest Corporation, Rajkiya Nirman Nigam, StateWarehousing Corporation, Pollution Control Board and UP State Bridge Corporation are the only ones getting salaries as per the recommendations of the fifth pay commission.

However, none these got the revised pay scales in 1996, the year when the recommendations of the fifth pay commission were accepted and implemented.

Employees State Welfare Corporation, UP Samaj Kalyan Nirman Nigam, UP Food and Essential Commodities Corporation, Fisheries Corporation, Secretariat Food Corporation, UP State Brassware Corporation, Seed Development Corporation, UP State Agro Industrial Corporation, Cane Seed Development Corporation, UP Land Development Corporation, UP State Co-operative Sericulture Federation, UP Minorities Welfare Corporation and a few other corporations and federations are yet to get the revised salaries as per the recommendations as per the fifth pay commission.

Among those getting salaries as per the recommendations of the third pay commission are the Acharya Narendra Dev International Research Centre, Ayodhya Research Centre, UP Sindhi Academy, UP Electronics Corporation and UP Poultry and Livestock Corporation.

Of those eight corporations where the fifth pay panel report was implemented, only Rajkiya Nirman Nigam, UP State Bridge Corporation and Housing Board have merged DA with basic salary.
