ARC against separate education authority

Creation of an independent regulatory authority for higher education, a proposal mooted by National Knowledge Commission (NKC), has not found favour with another key government panel.

The Administrative Reforms Commission (ARC) has, in fact, suggested creation of separate regulatory institutions for each of the professional fields of study.

“It is felt that creating a high powered monolith at the national level, in overall command of all the streams of professional education, will go against the very principle of decentralisation — an essential element of good governance,” the ARC said in its report.

The ARC agreed with the stand of the National Knowledge Commission that the subject of professional education should be separated from the domain of the existing regulators.
