Punjab Chief Minister Rajinder Kaur Bhattal yesterday accused the Election Commission (EC) of being a super administrator and said that with the enforcement of the model code of conduct, the functioning of her government has come to a standstill.
A peculiar situation has arisen in the state as the EC summons all the files, Bhattal said. How can judiciary and constitutional experts be silent spectators on such an issue, she asked, adding that nobody is above the law and the Constitution. She demanded that the model code of conduct, which has no legal or constitutional sanctity, should be enforced from the date of notification and not from the date of announcement of elections.
