Bureaucratic re-shuffles draw flak in Karnataka

 The reshuffle is being viewed fairly negatively because it ends up shifting officers too often and goes against the major objective of the transfer policy reform being carried out under the aegis of World Bank.

 The only change viewed positively is K M Shivakumar being appointed as the principal secretary (information technology, biotechnology and science & technology) in the post that fell vacant after Vivek Kulkarni opted for voluntary retirement scheme.
