Cabinet likely to discuss livestock mission, rail land lease

Proposed NLM aims to significantly increase milk, meat and fodder production by the end of 12th five-year plan

The union cabinet is expected to discuss a proposal to launch the National Livestock Mission in the 12th five-year plan (2012-13 to 2016-17) tomorrow.

Some officials in the know said that another proposal to lease out railway land for commercial purposes to earn much-needed revenues for the national carrier could also be discussed in the meeting.

The proposed National Livestock Mission aims to significantly increase India's milk, meat and fodder production by the end of the 12th five-year plan.  The 2013-14 Budget provided Rs 307 crore for the Mission.

India's milk production in the next five years is expected to climb to almost 141 million tonnes, from the existing around 129-130 million tonnes, while the per capita milk consumption is also expected to swell from the current 270 grams per day as rising disposable incomes changes food habits.

Officials said the cabinet is also expected to discuss another proposal to rejig the 147-odd Centrally Sponsored Schemes as per the recommendations of the B K Chaturvedi Committee.

The Committee has advocated bringing down the number of CSS from 147 to around 70 by either clubbing smaller programmes into larger ones or abolishing them completely.

Schemes which have an annual allocation of less than Rs 100 crore would be either clubbed or abolished completely, leading to substantial saving for the government, the Committee said.
