Thomas Isaac, finance minister of Kerala, in an interview with Shreehari Paliath discusses his concerns regarding the details of the Finance Commission, his government’s plan to introduce a health care scheme financed by profits from the state lottery, and a 'budget analysis' for the elderly in Kerala.
