The HRD Ministry is writing to the Law Ministry to instruct Standing Counsels to file caveats in respective High Courts so that before admission of any further petition by a court, the Centre is heard, sources in HRD Ministry said.

The moves comes in the wake of the Supreme Court issuing notices to all those opposing Ministry's order for implementing OBC quota on the Centre's petition seeking transfer of matters pending in High Courts of Delhi, Calcutta and Bombay.
Solicitor General G E Vahanvati who appeared on behalf of the Centre before the apex court, today referred to the earlier order of the apex court with regard to Mandal Commission.

The order had said that no writ petition or application for interim relief would be heard by the High Court challenging the Mandal Commission report.
