“Providing financial autonomy to higher education institutions and promoting skill development are key to expansion of quality education. To reduce private universities’ dependence on fees and public institutions’ on grants, the National Higher Education Finance Corporation needs to be set up. Also, service providers opening skill centres in backward areas should get I-T exemption.”
