The observations of the apex transparency panel came while hearing an RTI appeal, seeking certain information related to implementation of the Delhi Degradable Plastic Bag (Manufacture, Sale and Usage) and Garbage Control Act, 2000.
Chief Information Commissioner Wajahat Habibullah noted the "perfunctory" attitude of Delhi Pollution Control Committee (DPCC) and department of environment on the details sought on the RTI plea relating to use of plastic bags.
"In view of the responses, the perfunctory attitude by the DPCC and ignorance of the department of environment to enforce the Act - so pivotal for environmental conservation - are apparent, we are constrained to view adversely the lack of commitment to the urban environment by the Delhi Government," Habibullah said.
The DPCC had said that public advertisements have been given in newspapers to stop using non bio-degradable plastic bags in the sector namely five star hostels, restaurants, hospitals, shopping malls, Mother Dairy booths etc. as part of its effort for implementing the law.
As far as the modus operandi for regular compliance of the Act's provisions is concerned, the DPCC said it had given notices in leading newspapers.
On the year-wise statistics on contraventions of the Act in different sectors, the Committee said no such action has been taken against any industrial unit till date while five manufacturing units of polythene bags were recommended for effective closure.
