Climate Change Summit In Rough Weather

The discussions at the eighth conference of parties to the United Nations framework convention on climate change have failed to resolve a number of issues.

One of the contentious issues is that of operationalisation of the funds under the Global Environmental Facility, being held up by Canada, Denmark, Norway and Switzerland among others.

Moreover, detailed national communications are being called for from non-annex I countries without any commitments on financing the additional collection of data.

The demands put forth by members of the Organisation of Petroleum Exporting Countries, demanding compensation for loss of oil revenues that might occur due to mitigation measures, is also holding up the process.

 

Observers see the moves as dilatory tactics being used by developed countries to wrangle specific emission reduction commitments from middle-income, developing countries like China, India, Brazil and Mexico.
