Congress was keeping all its options open on government formation in the post poll scenario, party general secretary Ghulam Nabi Azad said here today.

Speaking to reporters here, he said the first choice of other parties (to form a government) would be UPA and not NDA.

He was replying to a question on remarks of AICC general secretary Rahul Gandhi, who in a rally yesterday had expressed confidence that the Left would back Manmohan Singh as prime minister and had also praised key BJP allies, JD(U) and TDP, for developmental works in Bihar and Andhra Pradesh respectively.

Gandhi's overtures were, however, rebuffed by both the Left and the JD(U).  The Left said it would not "oblige" the Congress this time while JD(U) leader and Bihar Chief Minister Nitish Kumar had ruled out aligning with the party after the Lok Sabha elections.
