Twice bitten, thrice shy - that seems to correctly describe the attitude of Sebi as the stock markets seem headed for a full-fledged bull run. After the experience of 1992 and 1998, the last thing that the regulator wants is to have on its hands the blood of a mass of small investors slain at the altar of their greed by the market fixers.
