Although the government plans to use the Budget Session of Parliament to provide an aggressive thrust to its economic reforms agenda, all indications suggest that the Congress will dictate its own agenda to the government as the price for supporting major Bills pending in Parliament.
After a series of meetings at the top level in the party, the Congress leadership appears determined to leverage its majority in Rajya Sabha to moderate labour reforms suggested by finance minister Yashwant Sinha in his Budget speech last year.
