Picture this: an industrial unit in one of the agricultural areas of the Capital has put in place a 1 km underground cable to illegally hook up to a power cable.

The Tata Power-controlled North Delhi Power Ltd (NDPL) found this during one of its theft detection drive, but was unable to file an FIR registered against the owner of the unit because of antiquated laws.
