The Delhi Cabinet today approved the proposal to grant statehood to Delhi with full control on state subjects and the concurrent list. On reserved subjects, including police, and law and order, it demanded immediate steps to make it obligatory for the Lt Governor to consult the chief minister.
The meeting, which was chaired by Chief Minister Sheila Dikshit, also decided to propose a special provision under Article 371, with regard to specific areas as well as security for such areas and group of persons, property and buildings.
Till such time that statehood is granted to Delhi, the Centre will be immediately approached for the amendments in various Acts, including the Delhi Municipal Corporation Act-1957, the NDMC Act-1994 and the DDA Act, to bring these bodies under the control of the Delhi government, an official release said.

The council of ministers also decided to approach the Centre for issuance of a presidential order requiring the Lt Governor to consult the chief minister in cases of state public services which is a transferred subject.
Pointing out that duality of functions and multiplicity of authorities have to be "completely done" away with and all institutions of government mechanism pertaining to Delhi should be under the control of the state government, it said the Centre would also be approached for requisite financial support commensurate with these special requirements.
Deliberating at length about the special status to Delhi, the Cabinet said security issues relating to high dignitaries and special areas among other things would need to be dealt with as far as the financial implications were concerned.
