He said the Delimitation Commission report, that was finalised early this year had made a lot of politicians unhappy as it had redrawn the boundaries of their traditional constituencies. This, he said, was bound to happen as the delimitation was being held after 30 years and the `"changes and disturbances in the constituencies were bound to be large-scale".
His advice to leaders - amend the Constitution to make delimitation mandatory every 10 years and suffer least disturbances in their political designs.
Singh said the last and the third Delimitation of constituencies exercise was Undertaken way back in 1973. This time, he said the 4th delimitation Commission had a difficult and "sensitive task" in hand as it worked for three-years on reassessing boundaries of 5443 Lok Sabha and 4120 Assembly constituencies across 24 states (Barring J&K) to finalise its report.
Singh has also recommended that the constituencies reserved for scheduled castes be rotated periodically. "Some of the SC constituencies are continuing to be reserved for the last more than three decades," he said.
The delimitation commission chief also asked the government to work towards evolving a common electoral roll for Lok Sabha, Assembly and Panchayats elections by simply adopting panchayats as the basic administrative units. He said at present only a few states like Kerala, Orissa and Bihar were using panchayat as basic units.

Chief Election commissioner V Gopalaswamy said the Commission was ready to hold elections under the new delimitation commission report after August.
