The state vigilance has stumbled on disturbing evidence which suggests that senior police officers could be involved in ordering the elimination of about 22 innocent persons. A diary recovered from a state police officer, since placed under suspension for alleged involvement in corruption, reveals a discreet record of fake encounters ordered by his seniors in the Jammu region. These encounters have, according to the diary, resulted in the death of 22 innocent people. The diary records the names of senior police officers against each encounter, along with the names of the victims. This highly disturbing evidence was unearthed by vigilance sleuths looking for evidence against the officer in an anti-corruption case. The diary, recovered from the Talab Tillo residence of the erring official, contains entries since 1992. The victims, mostly from the Jammu region, had nothing to do with militancy, according to the officer. The diary carries details like names of victims, names of officers assigned the job and even the dates of execution of the victims. The diary also mentions the names of the police constables who assisted the officers in carrying out the orders. The killing of an advocate from R S Pora Sector in Jammu region, which generated a lot of heat, has also been mentioned in the diary.

Ironically, the vigilance department has so far issued no seizure memo for the diary. Sources said the police officer has so far not been asked any questions regarding the contents of his explosive diary. The official hand-out issued at the end of the vigilance raid on the officer has also been silent about the recovery of the diary.
Earlier, a senior officer here was found involved in supplying seized automatic weapons to underground militant groups in Bihar. While the investigations regarding that case have been handed over to the CBI, except for a recent supercession, the involved police officer continues to be in active service.
