The first draft of the model code of conduct for governance has made recommendations to curb corruption in high offices. |
An important recommendation of the draft is that the burden of proof should be shifted on to public servants being prosecuted under the Prevention of Corruption Act, 1988. |
The draft report also said in the interests of fiscal prudence, the process of auditing should be kept independent of the finance department, otherwise it would lead to questionable audits. |
There is, however, some good news bureaucrats. The draft report recommends that the Civil Services Board look into "arbitrary and questionable methods of appointments, promotions and transfers of officers by political superiors". |
Arbitrariness in appointments and promotions due to political considerations have, according to the report, "corroded the moral basis of its (civil services) independence". |
The draft further states that a public servant should serve a minimum of three years at a position, and if transferred within this period he should be given a written explanation as to why his term is being cut short. |
Conversely, no civil servant should hold a post for more than six years and all transferrable state and Central government employees are to be transferred by rotation to hardship postings, including designated backward districts. |
