The Finance Ministry today asked all ministries and departments to refrain from seeking funds for non-Budget schemes, unless unavoidable, while submitting proposals for the second batch of Supplementary Demands for Grants.
The second tranche of Supplementary Demands for Grants for the current fiscal will be presented to Parliament in the upcoming Winter Session.
"No proposal for cash supplementary be forwarded to this ministry during the current financial year, except in absolutely unavoidable cases or those proposals which relate to the Budget announcements in 2011-12," the Finance Ministry said.
Even in such cases, the effort should be to identify areas for matching savings within the Ministry or Department, it said in a letter addressed to Financial Advisors of different Ministries and Departments.
The proposals along with the draft statement justifying supplementary demands and appropriate background notes may be forwarded to the Budget Division by October 31, it said.
The proposals would include cases where advances from the Contingency Fund of India have been granted, which are required to be recouped to the fund, it said.
