The decision was taken by Cane Commissioner Harsharan Das after a review of payments made by sugar mills for the financial year 2007-08 during which it was found that seven sugar mills failed to make payments.
He also directed to issue RC (recovery certificates) against these mills.
The Supreme Court had on May 15 last directed the state government to ensure payments to cane growers by June 12.
Das said that notices were being sent to sugar mill owners but they paid no heed to it.
Besides the seven mill owners and managers, directives have also been issued to lodge FIRs against 16 sugar mills for not following the apex court's orders.
